Nature restoration is a local job
Europe's new restoration rules set a shared direction. A useful local project still starts with a place, a baseline, and a way to measure change.
What the law actually says
Regulation (EU) 2024/1991 entered into force in August 2024. It sets a Union-wide aim for restoration measures to cover at least 20% of EU land and 20% of EU sea areas by 2030, with all ecosystems in need of restoration covered by 2050.
That is a collective EU target. It does not mean every park, forest, wetland, or river reach gets the same intervention. The regulation also sets ecosystem-specific duties, including improving habitat types that are not in good condition, reversing pollinator decline, restoring agricultural and forest indicators, and improving river connectivity.
The law also requires Member States to prevent a net loss of total urban green space and urban tree canopy by 2030, compared with 2024 levels, and to reach an increasing trend from 2031. It supports the EU objective of restoring at least 25,000 kilometres of rivers to free-flowing condition by 2030.
Bulgaria is building the national layer
The Bulgarian Ministry of Environment and Water says Bulgaria must prepare a national restoration plan with the measures needed for its ecosystems, habitats, and species. The ministry's public page links to the EU restoration portal, guidance, reference data, and methodologies for that work.
A separate Bulgarian project is mapping ecosystems and ecosystem services in Natura 2000 areas and working toward specific conservation goals and measures. That matters locally because restoration priorities depend on the actual condition of a meadow, wetland, forest, or river, not on a generic list of actions.
A local restoration brief
- Name the place. Add a stable map point, the ecosystem type, approximate boundary, access conditions, and the organisation or land manager responsible for it.
- Describe the pressure and the baseline. Record what you can actually observe, such as drainage, a barrier in a stream, repeated mowing, erosion, litter, tree loss, or a suspected non-native plant. Add the date and photographs.
- Choose an intervention that fits the ecosystem. A meadow may need a better mowing regime. A wetland may need its water level and inflow protected. A river may need a barrier assessment. Tree planting is not a universal restoration method.
- Choose one or two indicators before starting. Depending on the site, these might be native plant cover, flowering dates, water level, a mapped barrier, tree canopy, or the condition of a habitat feature.
- Repeat the same observation after the intervention. Keep the route, season, wording, and photo angles as consistent as possible so the change can be seen rather than guessed.
Make the evidence useful
The European Commission says national restoration plans should be developed through an open and transparent process. A community record cannot replace a formal habitat assessment, but it can make a local problem easier to find and discuss.
